Title l Program Overview
The mission of the External Funding Titles I, II & IV Department is to support schools by providing opportunities for all children to acquire the knowledge and skills contained in challenging state content and performance standards. This mission includes supplementing academic areas, especially in reading and mathematics; promoting schoolwide reform; increasing staff development opportunities; distributing resources to areas and campuses where needs are the greatest; affording parents meaningful opportunities to participate in their children's education; and aligning the schools' instructional efforts with those of the state and district.
All department efforts ensure that support is provided for schools and students with the greatest need and that the school district remains in compliance with fiscal and programmatic regulations. See the resource links below for additional information.
Parent and Family Engagement Policy
Parent and Family Engagement Policy-Welcome parents! Title I, Part A Parent and Family Engagement affords parents meaningful opportunities to participate in their children's education. Title I resources support activities of the district’s Family and Community Engagement Department (FACE) in building capacity for effective parental involvement, which includes training parents on how to work with their children to improve academically and training to improve their own literacy and parenting skills. Houston Independent School District (HISD) will implement the following Every Student Succeeds Act
requirements:
1. Conduct a meaningful consultation with parents of participating children to implement programs,
activities, and procedures for the involvement of parents at all Title I, Part A schools.
2. Develop jointly with, agree on with, and distribute to parents of participating children the district’s
written Parent and Family Engagement Policy. The district will incorporate this policy into the district’s
plan.
3. Provide technical assistance for all Title I, Part A schools to develop jointly with parents the school’s
written Parent and Family Engagement Policy including the school-parent compact.
4. Provide the coordination, technical assistance, and other support necessary to assist its Title I, Part A
schools in planning and implementing effective parent involvement activities to improve student
academic achievement and school performance.
5. Support its Title I, Part A schools to build the schools' and parents' capacity for active parental
involvement and promoting parenting skills and family literacy to improve academic achievement.
6. Coordinate and integrate parental involvement strategies for the Title I, Part A program with parental
involvement strategies under other programs when feasible.
7. Conduct with the involvement of parents, an annual evaluation of the content and effectiveness of the
Parent and Family Engagement Policy and Program in improving the academic quality of its Title I,
Part A schools. The district will use the findings of such evaluation to design strategies for more
effective parental involvement and to revise, if necessary, the parental involvement policies.
8. Identify any barriers to greater participation by parents in activities of participating children at its Title
I, Part A schools with particular attention to parents who are economically disadvantaged, are disabled,
have limited English proficiency, have limited literacy, or are of any racial or ethnic minority
background.
9. Ensure that all parent notifications and school reports will be in an understandable and uniform format
and to the extent practicable, in a language that parents can understand.
STATEMENT OF MISSON, VISION, AND BELIEFS
MISSION
The Board of Education’s mission is to equitably educate the whole child so that every student graduates
with the tools to reach their full potential.
VISION
Every child shall have equitable opportunities and equal access to an effective and personalized education
in a nurturing and safe environment. Our students will graduate as critical thinkers and problem solvers;
they will know and understand how to be successful in a global society.

• We believe that there should be no achievement gap among socio-economic groups or children of
ethnic diversity.
• We believe that the district must meet the needs of the whole child, providing wraparound
services and social and emotional supports.

• We believe that instruction should be customized/personalized to meet the learning needs for
each individual child, including students with disabilities, gifted and talented students, and
English Language Learners, so they have the support and opportunity they need to flourish.
• We believe that recruitment and retention of qualified and effective personnel are the keys to
enhancing the quality of education and increasing student achievement.
• We believe that the community has a right to transparent operations across the district in all
schools, departments, and divisions.
• We believe that meaningful engagement with the community is important in all major decision-making.
School-Parent Compact
Jack Yates Highschool shall jointly develop with, and distribute to, parents and family members of participating children a written parent and family engagement policy, agreed on by such parents, that shall describe the means for carrying out the requirements of ESSA Section 1116 subsections (c) through (f). Parents shall be notified of the policy in an understandable and uniform format and, to the extent practicable, provided in a language the parents can understand. Such policy shall be made available to the local community and updated periodically to meet the changing needs of parents and the school. Section 1116 (b)(1) & (e)(5)
Jack Yates Highschool shall convene an annual meeting, at a convenient time, to which all parents of participating children shall be invited and encouraged to attend, to inform parents of their school’s participation under this part and to explain the requirements of this part, and the right of the parents to be involved; Section 1116 (c)(1)

School-Parent Compact
Jack Yates High School
School Year: 2025-2026
The School-Parent Compact outlines how parents, the entire school staff, and students will share responsibility for improved student academic achievement and how the school and parents will build and develop a partnership to help children achieve high standards.
School Responsibilities
Jack Yates High School will:

Provide high-quality curriculum and instruction in a supportive and effective learning environment to enable students to meet the challenging State academic standards.
-
Hold parent-teacher conferences at least annually to discuss individual student progress and this compact.
-
Provide parents with frequent reports on their child’s progress, including progress reports and report cards.
-
Ensure reasonable access to staff by offering opportunities for parents to meet with teachers, administrators, and counselors.
-
Provide parents opportunities to volunteer and participate in their child’s class, and to observe classroom activities.
-
Communicate in a clear, understandable format and, to the extent practicable, in a language parents can understand.
Parent Responsibilities
We, as parents, will support our child’s learning by:

Monitoring attendance and ensuring punctual arrival to school.

Reviewing homework and monitoring screen time.
-
Participating, as appropriate, in decisions relating to my child’s education.

Staying informed by promptly reading school notices, emails, and ParentSquare updates.

Serving, when possible, on advisory groups such as the Parent Advisory Council, Campus Improvement Committee, or other school-based leadership teams.

Promoting positive use of my child’s extracurricular time, including reading together daily.
Student Responsibilities
I, as a student, will:

Come to school prepared, on time, and ready to learn.

Complete assignments to the best of my ability and ask for help when needed.

Show respect for myself, my peers, and all staff members.

Follow school rules and contribute to a safe learning environment.

Share school communications with my parents/guardians.

Communication and Partnership
To build and sustain strong home-school partnerships, Jack Yates High School will:

Host at least two annual Parent and Family Engagement meetings (fall and spring).

Offer workshops and resources to assist parents in supporting learning at home, such as literacy and technology training.

Provide professional development for teachers and staff on effective communication and parent engagement strategies.

Coordinate family engagement activities with community programs and local resources.

Needs Assessment
1. Student Achievement & Instruction

Jack Yates HS improved from an F (2022–23) to a B (2023–24, 2024–25), achievement gaps remain, particularly among Special Education students.
-
Writing proficiency is a need to support both STAAR success and college readiness.
-
Quality of instruction for SPED students requires focused monitoring through weekly SPOT observations and targeted feedback.
2. Advanced Academic Participation
-
Student participation in advanced course programming (AP, Dual Credit, OnRamps) must increase by at least 20%.
-
Additional supports are needed to ensure success rates in these advanced courses.
3. College, Career, and Military Readiness (CCMR)
-
The number of students earning college credit (via AP, Dual Credit, OnRamps) must increase by at least 10%.
-
Strategic efforts are needed to close gaps in postsecondary readiness and ensure equitable access to advanced programming.
Key Actions for 2025-2026
1. STAAR EOC Success

Teachers actively promote and monitor student participation in district tutorials and STAAR bootcamps.

Implement targeted intervention groups for students identified as at-risk in core EOC subjects.

Track student attendance and performance in tutorials/bootcamps to ensure accountability.
2. Special Education (SPED) Accountability & Instruction
-
Strengthen SPED teacher collaboration with general education staff to align accommodations and modifications.
-
Conduct regular progress monitoring for students receiving SPED services.
-
Provide ongoing professional development to improve instructional quality for SPED students.
-
Ensure case managers hold students and staff accountable for IEP goal progress.
3. Advanced Course Programming

Expand student access and enrollment in Pre-AP, AP, Dual Credit, and CTE advanced coursework.

Develop early identification strategies for underrepresented students (SPED, ELL, low-SES) to join advanced programs.

Provide academic support and tutoring to increase the success rate in advanced courses.
4. College, Career, and Military Readiness (CCMR)
